Those people don’t deserve to have kids. It takes a special kind of strength to keep up with the kids, and some people just give up and worry about their own feelings.
He should have called 911 and let the police deal with the parents. Finding two toddlers wandering across a busy road, you have no idea what’s going on with the parents or even who their real parents are. He could have easily been returning them to an abductor or a couple of meth head parents.
