It is a tax mandate forcing you to purchase healthcare which by virtue of the affordable care act, gives you less than 3rd world quality healthcare with massive deductibles, huge copays where you pay up to 90%. So the health insurance you pay for is like a junk stock or junk bond. It is worthless. But the monthly insurance payment you make is subsidized to lazy welfare recipients and illegal aliens who get blue ribbon healthcare with zero copay and zero deductibles.
