They can control the crowd better by being indoors. No roofs to contend with but there is a possibility of foul play outside with explosives. There would have to be no bags, no backpacks, no big purses, no baggy clothing. no tent dresses, no jackets or parkas to hide anything and every person going through detectors with pat downs if necessary. Set metal detection devices to the highest level possible to detect a pinhead if necessary. Lots of work to make any place safe. Have a police chopper overhead at all times, snipers on the roof with security clearances as well as surrounding buildings checked out.
