Why are we upgrading swimming pools anywhere? Especially spending over a million bucks?

My first thought is it’s at a us embassy and as long as our people are using it for exercise I’m not that upset. Then I started wondering, why do they get a pool? Have we become so use to certain people deserve more then we do? We should be out raged.
