Most nations that allow work visas have a clause that all medical bills are incurred by the immigrant and any child born is not automatically a citizen.

A preterm C-section at request of the mother and without medical necessity would be considered unethical and at significantly higher risk to the baby. Hopefully any physician who would even consider this for the sole purpose of ensuring US citizenship to said baby would be reported to the medical licensing board in their respective state. Shame on these illegal aliens and any doctor who would honor such requests.
Everyone should read up on the benefits they give people coming in SSI, Welfare for Seven years, etc.
