The answer is they have no valid constitutional answers. He has not had due process – there have been no charges, trial or convictions.
All the government does is lie. Read all the documents/police reports on Garcia and you will see the picture as clear as day. That is, if one can put aside their emotions and read with the law and constitution in mind.
