This report is exactly the problem I had when I heard the charges brought against the guy who set the original fire. The officials were well aware of the fire smoldering. How are they not also to blame? The idiot who set the original firer did so in hoping it would cause mayhem. Yet the fire was stopped supposedly . After that who is at fault?
