President-elect Trump’s administration is reportedly considering policy changes affecting transgender individuals, but incoming Press Secretary Karoline Leavitt stated Wednesday that “no decisions have been made” regarding transgender military personnel, despite recent international reports.
“These unnamed sources are speculating and have no idea what they are actually talking about. No policy should ever be deemed official unless it comes directly from President Trump or his authorized spokespeople,” Leavitt told Fox News Digital in a statement.
During Trump’s first term, he announced in 2017 that transgender individuals would no longer serve, citing “tremendous medical costs and disruption.” The Obama administration had previously allowed open service and gender-affirming treatments. After legal challenges, a 2018 revised policy barred those with gender dysphoria unless they had not undergone a sex change and were stable in their biological sex.
In January 2019, the Supreme Court upheld the ban amid legal challenges, but President Biden reversed the Trump-era restrictions upon taking office. SPARTA Pride, an advocacy group for transgender military personnel, estimates around 15,000 transgender individuals are serving globally, including in combat zones.
The Times is alleging that Trump plans an executive order to purge all transsexuals from the US military with medical discharges.

During his campaign, Trump pledged changes to gender-affirming care for minors, stating in a February 2023 Truth Social video that he would issue an executive order to end federal programs supporting sex changes at any age.
“I will then ask Congress to permanently stop federal taxpayer dollars from being used to promote or pay for these procedures and pass a law prohibiting child sexual mutilation in all 50 states,” Trump said in the video.
