VIDEO: DHS subpoenas state program over concerns it illegally sent Social Security payments to noncitizens

From the Washington Examiner: The Department of Homeland Security launched an investigation into California’s Cash Assistance Program for Immigrants due to concerns it may have unlawfully distributed Social Security payments to illegal immigrants.

This week, Immigration and Customs Enforcement’s Homeland Security Investigations Los Angeles office served a Title 8 subpoena requesting all records from the Los Angeles County Department of Public Social Services, which administers CAPI. The subpoena requests records dating back to January 2021, including documentation on applicants’ names, dates of birth, and immigration status.

CAPI is designed to provide monthly cash benefits to aged, blind, and disabled non-citizens in California who are in the U.S. illegally and remain ineligible for federal Supplemental Security Income.

However, the White House believes illegal immigrants may have received SSI payments against the law.


A press release posted on the DHS website reveals: Under the previous administration, more than 2 million ineligible illegal aliens received a Social Security Number in fiscal year 2024 alone.

The Department of Homeland Security released the following statement on X:

DHS is investigating the State of California’s Cash Assistance Program for Immigrants (CAPI) for providing federal benefits to illegal aliens.

HSI Los Angeles is subpoenaing records to determine if ineligible illegal aliens received Supplemental Security Income (SSI) from the Social Security Administration, between January 2021 to present.

Under the leadership of @POTUS Trump and @Sec_Noem, DHS will work with its federal partners to deliver on his promise to put Americans, and their tax dollars, FIRST.
