From Fox News: Homeland Security Secretary Kristi Noem announced Wednesday the department has stopped all grant funding to nonprofits that operate outside of government control, saying they have been “perverted into a shadow government” that feeds illegal immigration.
Noem said some non-governmental organizations (NGOs), which receive millions in federal grants, have been facilitating illegal immigration by helping aliens cross the U.S. border.
“Many of these NGOs actually have infrastructure and operations set up in Mexico, on that side of the border, and are telling those illegal immigrants to come to them, and they will get them across the border,” Noem said on Fox News Channel’s Will Cain Show. “So they’re not just operating in the United States, they’re operating outside the United States to help make it easier for those who want to break our laws.”
The first step to curbing the issue is to freeze the funds, reevaluate them, and make sure taxpayer dollars are going toward safe causes, she said.
The report explains that the U.S. shelled over over $380 million for sheltering and service programs for illegal aliens in 2024.
Also, the U.S. has been massively funding the United Nations High Commissioner for Refugees (UNHCR), a global UN organization that provides full support to migrants from around the world as they make their way to the U.S. border. On their website, the agency touts that the U.S. is their “most generous government partner.” UNHCR writes:
Additionally, since 2023, the U.S. has been leading, through UNHCR and partners, the Safe Mobility Initiative, which facilitates expedited resettlement processing and provides additional information on other legal and humanitarian pathways to refugees and displaced people in Colombia, Ecuador, Guatemala, and Costa Rica. Through the Safe Mobility Initiative in the Americas and resettlement programs in nearly thirty countries around the world, the U.S. is UNHCR’s largest resettlement partner, providing lasting solutions to the most vulnerable.
In 2023, the United States contributed a total of US$ 1.902 billion, including US$ 217 million in flexible funding. Flexible funding from the United States reaches nearly every corner of UNHCR’s work, allowing us to respond quickly in emergencies, continue supporting protracted crises, and maintain protection-related activities in neglected conflicts.
Noem declared that until a full evaluation is completed, DHS is “not spending another dime to help the destruction of this country.” She pointed out that many of the NGO’s who are aiding migrants from around the world to come into the U.S. illegally are actually operating outside the U.S., in Mexico and other countries.
Noem warned that not all NGO non-profits are really what they appear. She said religious NGOs are not simply spreading faith and salvation, but most act as a “shadow government”, where they create an entity and use taxpayer dollars to implement operations that the government cannot legally do themselves.

In a April 2023 DHS press release, Joe Biden’s DHS Sec. Alejandro Mayorkas had proudly touted the work of NGO’s to assist illegal aliens in the U.S. Below is an excerpt:
Some noncitizens are released from custody while they wait for resolution of their immigration court cases. When the Department of Homeland Security releases them, it may coordinate with nonprofit organizations to help them with their immediate food, shelter, and travel needs.
One DHS grant program offers funds for these nonprofits to help local communities better manage the costs of new arrivals. In fiscal years 2019, 2021, and 2022, it provided more than $282 million to reimburse nonprofits and governmental organizations for their services. This Q&A includes information on DHS’s coordination with nonprofits, the services provided, and more.
