TERROR ATTACK THWARTED: Pakistani immigrant arrested with car full of guns, plans to carry out mass shooting— and chilling note about ‘martyrdom’

From the New York Post: A Pakistani immigrant and University of Delaware student was arrested with a cache of guns, ammunition and body armor, and a manifesto allegedly explaining plans to “kill all” and achieve “martyrdom” with a mass shooting on the school’s campus.

Luqmaan Khan, 25, was arrested just before midnight on Nov. 24 after cops found him in his pickup truck in a park after hours, and decided to search the car when he began acting suspiciously.

What they allegedly found inside was alarming — a .357 Glock pistol, numerous loaded 27-round ammunition magazines, and body armor plates. The pistol was even fitted into a kit which converted it into a semi-automatic rifle, according to prosecutors.


Officers also found a marble composition notebook in Khan’s vehicle. The Justice Department announced the chilling details in a press release, of how Khan was plotting an attack on the university’s police department building:

In the handwritten notebook, Khan discussed additional weapons and firearms, how they could be used in an attack, and how law enforcement detection could be avoided once an attack was carried out. The notebook referenced a member of the University of Delaware’s Police Department by name, and included a layout of a building with entry and exit points under which the words “UD Police Station” were printed.

Phrases like “kill all – martyrdom” were reportedly found throughout the notebook. The notebook also included detailed plans on how to avoid being captured after the planned shooting, and discussed how several other weapons would be used in the attack. Police noted these were all “premeditated assault plans” and obvious “warfare techniques.”

Khan reportedly touted to FBI investigators that martyrdom is “one of the greatest things you can do” and “a goal.”

Once they searched his home, more weapons was discovered. The DOJ wrote:

On November 25, 2025, the Federal Bureau of Investigation and NCCPD executed a search warrant at Khan’s Wilmington residence. Within, law enforcement recovered a Glock 19 9mm handgun equipped with an illegal machinegun conversion device, commonly called a “switch.” Law enforcement also recovered a .556 rifle with a scope and a red dot sight, eleven more extended magazines, hollow point rounds of ammunition, and a two-plate tactical vest equipped with a single ballistic plate.

The New York Post noted that the conversion device for the Glock pistol would allow it to become a fully automatic machine gun capable of shooting 1,200 rounds per minute.

Reportedly, not a single weapon found in Khan’s massive stash was registered.

According to the criminal complaint, so far Khan has been charged with possessing a machine gun. If convicted on that charge, he faces a maximum penalty of 10 years of imprisonment. He is being held behind bars on that charge, while the FBI is still investigating the whole case.

According to the New Castle County Police Department, Khan was born in Pakistan, but has lived in the United States since he was a “youth” and is an American citizen.

The police department shared the following summary in a Facebook post:

PATROL OFFICERS STOP POTENTIAL THREAT TARGETING THE UNIVERSITY OF DELAWARE POLICE DEPARTMENT
(Wilmington, DE 19804) On Monday, November 24, 2025, at approximately 11:47 p.m., Patrol Officers from B-Squad were conducting a property check in Canby Park West when they observed a white Toyota Tacoma in the parkland, after hours. Officers initiated a traffic stop on the vehicle and contacted the driver, and sole occupant, 25-year-old Luqmaan Khan of Wilmington.

Officers developed probable cause to order Khan out of the vehicle, and he refused to comply. Subsequently, Khan resisted arrest and was taken into custody by the officers. During their investigation, Officers discovered the following items in his vehicle:
• Loaded Glock .357 handgun
• Micro Conversion Kit for a Glock handgun
• Four loaded 27-round extended magazines
• Ballistic hard plate (body armor)
• Binoculars, Laptop, Composition Notebook

Officers secured the vehicle and towed it to New Castle County Police Headquarters for further investigation. After a search warrant was obtained and executed, Officers located additional items, including:
• A notebook containing notes on warfare techniques, premeditated assault plans, and a diagram of the University of Delaware Police Department.

Luqmaan Khan was transported to the New Castle County Police Headquarters and charged with the following:
• One Felony Count of Possession of a Large Capacity Magazine
• One Felony Count of Carrying a Concealed Deadly Weapon
• One Misdemeanor Count of Resisting Arrest
• One Misdemeanor Count of Failure to have Insurance in Possession
• One Misdemeanor Count of Presence in the Parks after Dark
• One Violation of Expired Tags
• One Violation of Failure to have a License in Possession

Luqmaan Kahn was arraigned and committed in lieu of $107,200 cash bail and subsequently turned over to the Federal Bureau of Investigation for additional criminal charges.

Detectives from the Special Investigations Unit and Evidence Detection Unit responded, along with agents from the FBI Baltimore Division’s Wilmington Resident Agency. The University of Delaware was notified of the investigative findings. The FBI Baltimore Division’s Wilmington Resident Agency is continuing the investigation.

NOTE FROM THE DML NEWS APP: There are conflicting details coming out on Khan’s nationality. The police department stated he was born in Pakistan. Other reports claim he was born in Afghanistan, then lived temporarily in a refugee camp in Pakistan before coming to the U.S. Once this matter is clarified, our report will be updated.
