From ABC7 WLJA: Registered sex offender Richard Cox, 58, is facing more charges in Arlington County after he allegedly exposed himself to women and children in women’s locker rooms at Arlington schools and rec centers.
Cox is now facing 22 charges that include:
- Sex Offender being in Proximity to Children for loitering within 100 feet of school property/gymnasium (12 counts)
- Sex Offender Entering School/Child Day Center Property (3 counts)
- Indecent Exposure (4 counts)
- Taking Indecent Liberties with Children (2 counts)
- Identity Theft (1 count)
Arlington police said more charges may be sought as more victims come forward. One of those alleged victims spoke at Thursday night’s Arlington School Board meeting, demanding the school board to change their locker room policy that allowed Cox in the girl’s locker room.
The report notes that Cox claimed in court documents last year that he identified as a ‘transgender woman.’
Jen McDougal, the mother of a 9-year-old girl, said at the board meeting Thursday that she had met with Arlington School Board Chair Mary Kadera back in September to report what had happened to her own daughter.
“My nine-year-old daughter and I walked into the Washington Liberty women’s locker room on September 9, 2024, and we’re stunned to see a naked biological man standing among little girls and moms and changing after swim class,” McDougal said.

At a school board meeting earlier this month, concerned parents spoke out, and demanded that the school rescind its policy allowing biological males to enter girls’ restrooms.

But multiple LGBTQ activists demanded the school keep the policy, and claim the gender identity of the person entering the locker rooms and bathrooms doesn’t matter.
“Sadly, sexual predators exist, and it will probably happen again,” one person declared, dismissing the concerns. The LGBTQ activists argue that they shouldn’t all be penalized just because of one sexual predator’s actions.

Fairfax County Commonwealth’s Attorney Steve Descano did not prosecute Cox when he was charged for exposing himself in Planet Fitness women’s locker rooms months earlier.
Cox was also accused of exposing himself in a Washington Liberty High School girls’ locker room. In court documents last year, Cox said he identified as a transgender woman.
