From the Washington Examiner: Congressional Republicans are hoping to turn the tide on legal setbacks to President Donald Trump’s executive actions with bills to weaken the federal judiciary.
Senate Judiciary Committee Chairman Chuck Grassley (R-IA) on Monday introduced a measure to prohibit district court judges from issuing nationwide injunctions, rulings he believes are unconstitutional and should apply only to a lawsuit’s individual parties involved.
He assailed the wave of “anti-democratic” injunctions against actions taken by the Trump administration and said federal judges have become the “favorite tool of those seeking to obstruct President Trump’s agenda.”
“Individual district judges, who don’t even have authority over any of the other 92 district courts, are single-handedly vetoing policies the American people elected President Trump to implement,” Grassley said in remarks on the Senate floor. “In short, I’m trying to fix a bipartisan problem that has been plaguing both Democratic and Republican administrations alike.”
In an opinion editorial for the Wall Street Journal, Grassley wrote:
This month’s NBC poll finds more registered voters believe our country is on the right track than at any other point in the past two decades. But amid President Trump’s flurry of executive action, federal district judges have increasingly—and inappropriately—inserted themselves into the national policy debate. They have repeatedly chosen not only to decide the cases before them, but also to issue orders derailing executive policy nationwide.

Senate Judiciary Committee Chairman Chuck Grassley has just introduced the “Judicial Relief Clarification Act of 2025” to rein in the scourge of universal injunctions currently fueling a constitutional crisis.
According to a fact sheet associated with the bill, it:
-Forbids federal courts from issuing sweeping relief against the government to persons not before the court — ending the practice of universal injunctions and diminishes the incentive to forum shop for a sympathetic judge.
-Requires parties seeking universal relief against the government to use the class action process to show that class-wide relief is proper
-Makes temporary restraining orders (TROs) immediately appealable, strengthening appellate review
-Amends the Administrative Procedure Act (APA) and Declaratory Judgment Act to clarify that courts may only issue relief under those statutes to parties before the court
