REPORT: Former Biden admin. official embezzled over $650K at State Department

Levita Almuete Ferrer, a 64-year-old former senior budget analyst at the U.S. State Department’s Office of the Chief of Protocol, has pleaded guilty to embezzling more than $650,000 from the agency.

Between March 2022 and April 2024, Ferrer abused her authority over a departmental checking account to write 60 checks to herself and three to a personal associate, totaling $657,347.50. She deposited all 63 checks into her personal bank accounts.

Ferrer used QuickBooks to list herself as the payee to conceal the theft, later altering records to replace her name with that of legitimate vendors. She pleaded guilty to theft of government property and is scheduled to be sentenced on September 18, facing up to 10 years in prison. Ferrer agreed to pay full restitution and a forfeiture judgment equal to the embezzled amount as part of her plea agreement.

This case adds to a series of scandals that have emerged during the Biden administration, raising concerns about oversight and accountability within federal agencies. The House Oversight Committee has reported widespread waste, fraud, and abuse in various departments, including investigations into the Biden family’s business dealings and the administration’s handling of COVID-19 relief funds. Despite these issues, the Trump administration has committed to cracking down on systemic fraud and improving program efficiency. The President’s FY 2025 Budget includes proposals to cut wasteful spending and enhance enforcement measures.
