A recent report reveals that the Chinese Progressive Coalition (CPC), a U.S.-based nonprofit, has received over $20 million from entities linked to the Chinese government.
This funding has been directed toward supporting anti-ICE initiatives and advocating for the dismantling of U.S. immigration enforcement agencies, according to a major report by The Daily Caller. The CPC has utilized these resources to organize protests, fund legal challenges against ICE operations, and promote policies aimed at reducing immigration enforcement.
The influx of foreign funds into domestic activism raises concerns about external influence on U.S. immigration policy. Critics argue that the CPC’s activities, bolstered by Chinese-linked funding, may undermine national sovereignty and public safety. The organization’s efforts have contributed to a broader movement challenging the legitimacy and operations of ICE, leading to increased tensions between federal authorities and activist groups.
“I’m deeply concerned that Americans’ hard-earned taxpayer dollars were potentially used by an NGO [non-governmental organization] to help illegal aliens subvert our nation’s laws,” said Homeland Security Committee Chairman Mark Green, a Republican from Tennessee. “Even more troubling is the Chinese-American Planning Council’s alleged ties to the [CCP] — a regime we know is committed to undermining U.S. sovereignty. This Committee will continue investigating suspicious activities by NGOs to protect taxpayer dollars from supporting those who make a mockery of our laws.”
Since 2018, the CPC has received up to $445,969 from sources linked to the Chinese government, including state-run banks like ICBC and the Bank of China, according to financial records reviewed by the DCNF. The CPC also has close financial and staffing ties to a New York nonprofit with strong connections to Beijing and a Chinese Communist Party influence and intelligence network.
In cities like Minneapolis, the anti-ICE movement, supported in part by CPC funding, has coincided with periods of civil unrest. Following the death of George Floyd, Minneapolis experienced widespread protests and riots, resulting in extensive property damage and strained community relations. The CPC’s involvement in these movements has been scrutinized, with some officials attributing the escalation of unrest to the organization’s influence.
Law enforcement leaders have expressed frustration over the challenges posed by well-funded activist groups. They contend that the resources provided by foreign-linked organizations like the CPC enable sustained campaigns against immigration enforcement, complicating efforts to maintain public order. The financial backing allows for coordinated actions, including legal battles and public demonstrations, that strain local law enforcement capacities.
The revelation of the CPC’s funding sources has prompted calls for greater transparency and oversight of nonprofit organizations engaged in political advocacy. Policymakers are considering measures to ensure that foreign entities cannot unduly influence domestic policy debates, particularly on sensitive issues like immigration.
