Putin suggested Russia could collaborate with the U.S. on rare earth minerals, including resources from both Russia and occupied Ukrainian territories, framing it as an alternative to the stalled U.S.-Ukraine negotiations. He highlighted Russia’s vast reserves—claimed to surpass Ukraine’s—spanning regions like Murmansk and the Caucasus, positioning it as a lucrative opportunity for American companies. The deal could potentially stabilize U.S. supply chains for critical minerals like titanium and lithium, which are vital for technology and defense industries, reducing reliance on China. Additionally, Putin dangled the prospect of exporting two million tons of aluminum, pending the lifting of U.S. sanctions, which could lower costs for American manufacturers.
