Tom Homan, the Border Czar, announced that ICE is initiating a drawdown of operations in Minneapolis due to unprecedented cooperation from Minnesota county jails, reducing the federal agent presence by 700, or about 20% of the current force.

In his press conference, Homan stated that this shift represents “smart law enforcement, not less law enforcement,” emphasizing targeted arrests in secure settings like jails to enhance safety for agents, the community, and subjects. He highlighted agreements with local officials, including advance notifications from jails about the release of criminal illegal aliens, allowing ICE to take custody more efficiently without broad street sweeps. Homan stressed that further reductions depend on continued cooperation and the cessation of violent protests against federal agents, noting zero tolerance for interference or assaults.

Operation Metro Surge began on December 1, 2025, and has been ongoing for approximately two months, deploying around 3,000 federal agents to the Minneapolis area. Positive results include the arrest of over 3,500 individuals, many described as serious criminals such as pedophiles, domestic abusers, and gang members, which Homan credited to overcoming sanctuary policies.

The operation has led to safer communities by removing threats, with Homan noting significant progress in recent days through dialogues with state leaders like Governor Tim Walz and Minneapolis Mayor Jacob Frey. On the negative side, the surge has resulted in the fatal shootings of two U.S. citizens, Renee Good on January 7, 2026, and Alex Pretti on January 24, 2026, sparking widespread outrage and protests.

Homan acknowledged that the operation has not been perfect and has caused community stress, but committed to internal improvements and a full withdrawal once the mission is complete.
