In 1986, President Ronald Reagan signed the Immigration Reform and Control Act (IRCA), granting amnesty to nearly 3 million illegal aliens who had entered the U.S. before January 1, 1982.
The act, also known as the Simpson-Mazzoli Act, allowed these new immigrants to apply for legal status upon paying a $185 fine, demonstrating “good moral character,” and learning basic English, with about 2.7 million ultimately gaining permanent residency. Initially, the amnesty was expected to cover fewer immigrants, but the inclusion of special agricultural worker (SAW) provisions and lax enforcement led to a higher-than-anticipated number of approvals.
California, home to over half of these immigrants, saw a significant demographic shift, with its foreign-born population, particularly Hispanics, growing substantially. This influx contributed to a lasting change in the state’s citizenship demographics, as many legalized immigrants became citizens and voters. The generational effect was profound, as children of these immigrants, often born as U.S. citizens, further increased the Latino electorate, which grew to 23% of California’s voters by the 1990s. Some argue this demographic shift, coupled with Republican support for anti-immigrant measures like Proposition 187 in 1994, alienated Latino voters, turning California from a Republican stronghold to a deep blue state by the early 2000s. Various analyses suggest Reagan’s amnesty fundamentally altered California’s political landscape, with Democrats gaining a solid voter base.
To this day, some conservatives blame Reagan’s amnesty for California’s ongoing immigration challenges, arguing it incentivized further illegal immigration and strained public resources. Critics, however, note that the failure of IRCA’s enforcement mechanisms, rather than the amnesty itself, exacerbated these issues.
