It involved a $10 billion investment, later increased to $18 billion, coordinating efforts across the Department of Health and Human Services, Department of Defense, and private companies like Pfizer, Moderna, and Johnson & Johnson. Led by Moncef Slaoui and General Gustave Perna, OWS aimed to deliver 300 million vaccine doses by January 2021, funding multiple vaccine candidates simultaneously to ensure rapid availability. The program achieved debatable success, with Pfizer and Moderna vaccines receiving FDA emergency use authorization in December 2020, far ahead of typical vaccine development timelines.
Recently, on August 6, 2025, President Trump praised OWS as “one of the most incredible things ever done in this country,” standing by his administration’s decision despite growing controversies. Critics argue OWS facilitated rushed vaccine development, leading to public distrust and concerns over safety, with some linking it to adverse effects like neurological issues or “turbo cancers.” The program’s rapid pace is seen by some as a slippery slope to vaccine mandates, which sparked widespread resistance due to perceived infringements on personal freedom.
