Mike Johnson’s tenure as House Speaker began unexpectedly in October 2023, when he was elected to replace the ousted Kevin McCarthy, making him the first speaker from Louisiana in U.S. history.

Despite a slim Republican majority and internal party fractures, Johnson was narrowly reelected in January 2025 on the first ballot, thanks in large part to direct intervention from President Trump, who urged holdout conservatives to back him. Critics within the GOP argue that Johnson’s leadership has fallen short of fully advancing Trump’s ambitious second-term agenda, including mass deportations, tax cuts, and deregulation, as his grip on the fractious caucus remains tenuous amid razor-thin margins.

One recent failure came on Thursday, when Indiana Senate Republicans rejected a Trump-backed redistricting plan that would have redrawn congressional maps, potentially delivering two additional GOP House seats in the 2026 midterms. Johnson, who personally lobbied state senators by phone to support the effort, called the outcome “disappointing” but expressed optimism, saying he remains “very, very bullish on the midterms” and believes the rejection won’t derail Republican gains because of strong messaging and candidates.

Other perceived shortcomings include Johnson’s inability to prevent breakaway Republicans from using discharge petitions to bypass his agenda, as seen in a December 2025 vote where conservatives teamed with Democrats to overturn a Trump executive order stripping union protections from federal workers, exposing his weakening control over floor proceedings. Hardline Republicans have also faulted him for failing to codify key Trump executive orders into law and for prioritizing unrelated bills, such as college athletics regulation, over core economic priorities, leading to accusations that he is stifling members’ voices and shrinking congressional power. Tensions escalated in late 2025 as GOP frustrations boiled over healthcare subsidies and farm bailouts amid Trump’s tariffs, with some members, like Rep. Nancy Mace, exploring leadership challenges and viewing Johnson as a “political novice” unable to unify the party.

Despite these setbacks, Johnson has muscled through significant volumes of legislation, including Trump’s major tax-cut and spending bill in the summer of 2025, which met an ambitious July 4 deadline and formed a cornerstone of the administration’s economic revival. To conclude, his tenure this year also saw successes such as salvaging the $900 billion National Defense Authorization Act through last-minute deals and securing a ban on central bank digital currency in the appropriations process.
