Oklahoma Governor Kevin Stitt has selected energy executive Alan Armstrong to fill the U.S. Senate seat vacated by Republican Sen. Markwayne Mullin, who the Senate recently confirmed as the new Secretary of the Department of Homeland Security under President Trump.
Mullin, a former plumber and staunch conservative voice from Oklahoma, stepped into the high-profile DHS role amid ongoing immigration and border security challenges, leaving his Senate term to be completed on an interim basis until the end of the year. Armstrong, the longtime chairman and former CEO of Tulsa-based Williams Companies—one of the nation’s largest natural gas infrastructure firms—brings decades of deep expertise in the energy sector, having risen through the ranks as an engineer and led the company for 14 years while overseeing operations that handle a significant portion of U.S. natural gas supply. His background is expected to bolster Oklahoma’s voice on energy policy, infrastructure, and economic issues critical to the state’s oil and gas industry, potentially aiding efforts to address national supply challenges and affordability.
Supporters highlight Armstrong’s proven problem-solving skills, business acumen, and leadership in a vital sector that powers homes, industry, and electricity generation nationwide. The appointment, coordinated in consultation with the Trump administration, positions a caretaker who will not run for the full term in the upcoming election, per Oklahoma law. Armstrong’s extensive corporate experience and ties to Oklahoma institutions, including board roles with the University of Oklahoma Foundation, could make him an effective advocate for pro-energy priorities in Washington.
However, some conservatives have raised concerns over potential perceived anti-Trump leanings, stemming from Armstrong’s 2021 donations totaling $5,800 to former Rep. Adam Kinzinger—a vocal Trump critic who voted to impeach the president and served on the January 6 committee. While Armstrong has a long record in Republican-leaning business circles, this past contribution could invite scrutiny from MAGA loyalists wary of insufficient alignment with Trump’s agenda.
