However, in a stunning reversal, Trump signed the recent government reopening bill that includes Section 781, effectively nuking the hemp industry by sneaking in draconian restrictions amid the shutdown drama.
While the public was distracted by the government closure threats, Congress buried this provision that bans most hemp products, redefining hemp to cap total THC at just 0.4mg per entire container, not per serving. Delta-8 THC, a popular alternative for relaxation, is outright banned under these rules, crippling countless small businesses that relied on it. Delta-10 THC faces the same fate, along with THCA and other variants, wiping out a $28 billion industry that supported farmers and veterans alike.
Even standard CBD oil with trace THC will more than likely become illegal if it exceeds that minuscule container limit, turning everyday wellness products into contraband.

The bill vaguely bans anything with “THC-like cannabinoids,” but leaves the exact definition unclear, with the FDA slated to clarify in 90 days, after the law passes. Thousands of farm families and small enterprises will be impacted negatively, as both parties voted for this lobbyist-driven decision. This will all take effect in November 2026.
