Ukrainian President Volodymyr Zelensky announced on Tuesday that Ukraine plans to finalize a peace plan to end the Russian invasion by November, coinciding with the American presidential election.

Zelensky aims to present the plan to President Joe Biden, Vice President Kamala Harris, and former President Donald Trump. Additionally, Ukraine will host a second “peace summit” following Switzerland’s June summit, which saw no major battlefield changes due to Russia’s absence.

The conflict, ongoing since Russia’s 2014 annexation of Crimea and intensified by Russia’s February 2022 invasion, has seen Ukraine making recent gains in the Kursk region. However, a massive Russian attack on Ukraine’s power grid has hindered Ukraine’s ability to expand its offensive.

In a Tuesday press conference, Ukrainian President Volodymyr Zelensky stressed his administration’s goal to end the war quickly. He stated that the forthcoming peace plan, expected in November, aims to compel Russia to end the conflict fairly for Ukraine. Zelensky ruled out dialogue with Russia, asserting that negotiating with Putin is futile as he is unwilling to pursue a diplomatic resolution.

Zelensky’s October 2022 decree banned negotiations with Russia under Putin’s leadership. The upcoming peace plan will focus on energy safety, food security, and the release of Ukrainians detained or forcibly relocated to Russia.
