From WFAA.com: PLANO, Texas — A 30-year-old man has been arrested and charged with manslaughter in connection with a fatal crash in Plano on Monday that killed a 15-year-old boy, police said.

The Plano Police Department said it arrested Murad Omar Houry after driving a Chevrolet Volt, which lost control and hit a Lincoln Navigator carrying the victim and three others. Police identified the 15-year-old as Carter Heise of Murphy, who was a freshman at McMillen High School.

According to Plano police, the Volt was travelling southbound on Independence Parkway when it lost control, crossed the center median, and struck the white Lincoln Navigator travelling northbound.

Heise was declared dead at the scene, officials said. The three other Lincoln Navigator occupants were taken to a local hospital, and the extent of their injuries was not known at the time of this writing.

According to the report, police cited “speed” and “reckless action” as contributing factors to the crash.

The report does not offer any details about Houry’s citizenship or immigration status.

The Plano East Cross Country Track & Field paid tribute to the teen in a Facebook post, which reads:

With heavy hearts, we share the passing of Carter Heise (2010–2026). Carter was a tough, hard-working teammate, a fierce competitor, and a kind soul who made a lasting impact on everyone around him. His determination and heart will never be forgotten. He will always be remembered and deeply missed. Our thoughts and prayers go out to Heise Family.

A family friend shared a link to a GiveSendGo account, set up to help Carter’s family. The account shares more details of the horrific crash:

Jamie and her boys are facing an unimaginable tragedy after a devastating car accident took the life of 15-year-old Carter Heise. Carter was in the vehicle with his mom, Jamie, and his two brothers, Caleb and Cooper, when they were struck by a speeding car. Carter tragically passed away at the scene. His mother remains in the hospital recovering, while Caleb and Cooper have thankfully been released and are now home.

No family ever expects to face something like this—especially with children so young. This fundraiser has been created to help Jamie and her 3 boys with overwhelming medical bills, funeral expenses for Carter, and the many unexpected costs that come with such a heartbreaking loss.

Carter was an extraordinary young man whose kindness and energy touched everyone who knew him. He was always smiling, incredibly polite, and had a natural ability to connect with people of all ages—something rare for someone so young. Carter loved sports and was passionate about being active, from running and football to his newest love: ice hockey.

He was a star player for the Plano East Varsity Hockey Team and had just begun his first season of travel hockey. Carter poured his heart into the sport, and it showed every time he stepped onto the ice.

Beyond athletics, Carter was deeply committed to serving others. He was a member of the Young Men’s Service League, Legacy Chapter, where he volunteered alongside his mom and brothers. Giving back came naturally to him—Carter was simply the kind of person who loved helping others.
