Investigative journalist James O’Keefe is on the ground in Philadelphia, Pennsylvania, a critical area in the battleground state, and has stirred up some serious alarms after releasing a bombshell video Monday night.

Speaking from north Philadelphia, O’Keefe was standing in front of the Philadelphia City Commissioner’s office.

He pointed to an NGO [non-governmental organization] across the street called Ceiba, who according to their website, “is a non-profit organization in Philadelphia that promotes the economic development and financial inclusion of the Latino community through collaborations and advocacy aimed at ensuring their access to quality housing.”

Translation: Ceiba helps integrate illegal aliens into the community.

One statement on the group’s website declares, “You have a right to language access at all polling locations in Philadelphia.”

Another statement on the website lists one of their missions as, “Defending the economic rights of unauthorized immigrants.”

One key service Ceiba provides in helping illegal aliens apply for ITINs (Individual Tax Identification Numbers), which “is a number issued by the Internal Revenue Service which allows individuals who do not have Social Security numbers to file taxes,” their website states.

PART 1: In his video, O’Keefe announced that Ceiba is telling people that they can vote if they have an ITIN, even if they’re not a U.S. citizen.

An undercover journalist for O’Keefe then spoke with someone in the Philadelphia City Commissioner’s office who confirmed that they would be allowed to vote with an ITIN.

In additional posts, O’Keefe announced:

In a recent conversation with an undercover O’Keefe Media Group journalist, Milton Jamerson, Election And Voter Registration Clerk from the Philadelphia City Commissioners Office, stated that non-citizens can vote in local elections as long as they are residents of Philadelphia. This claim is echoed by the nongovernmental organization (NGO) “Ceiba,” (@CeibaPhiladelp1) located just across the street, which asserts that individuals with an Individual Taxpayer Identification Number (ITIN) are eligible to vote. An ITIN is a 9-digit number issued by the Internal Revenue Service (IRS) to individuals who are required to file a tax return but do not qualify for a Social Security number. While the ITIN serves as a means for tax reporting for those who are not U.S. citizens, possessing an ITIN does not equate to legal voting rights, raising questions about Ceiba’s claim that ITIN’s deem individuals eligible for participation in the electoral process.

See below Ceiba’s Form 990, an annual tax filing for organizations exempt from income tax, showcasing their assets totaling $1,622,529 from July 1, 2022, to June 30, 2023:

Ceiba has now issued a statement after O’Keefe exposed them. He wrote:

.@CeibaPhiladelp1 has put out a statement about Julissa Agosto, Intake Site Coordinator, telling a non-citizen in Philadelphia they can vote:

“As an update to our previous post, the organized group of individuals posted a video that included a member of our staff who when asked whether Individual Tax Identification Numbers (ITIN’s) can be used to vote, gave an answer that was incorrect and inconsistent with Ceiba’s training.”

Ceiba put out another statement saying OMG had “falsely accused” the organization and made “unfounded claims.”

The two statements seem to contradict each other. OMG simply reported what the organization’s official stated:

OMG: “So, as long as I have an ITIN, I can vote”

[Julissa shakes her head yes]

OMG: “Even though I’m not a resident or a citizen”

Julissa: “Yes, you need that number first (ITIN) to start the process”

PART 2: Tuesday morning, O’Keefe dropped another video, of a Philadelphia City Commissioner’s Office official bragging, “Kamala’s Got the Election in the Bag, Bro.”

The video turns humorous as he then runs into a Black woman who says she’s voting for Trump and belts out a rap skit.

O’Keefe wrote:

“She [Kamala Harris] might have Philadelphia, but she’s got to win all states,” remarked Joseph Bellinger, a poll supervisor standing by a ballot box outside the Philadelphia City Commissioners Office located at 5610 Lancaster Ave, Philadelphia, PA 19131. Poll supervisors are bound by strict neutrality to ensure voter trust and integrity, prohibiting them from sharing political views. According to 25 Pa. Stat. § 3031.11, “no such election officer shall, when giving such instructions, in any manner request, suggest or seek to persuade or induce any such voter to vote any particular ticket or for any particular candidate.” Yet, Bellinger hinted at his belief in Harris’s lead, adding, “I mean, you know my opinion.”

A security official in the office who works alongside Bellinger stated confidently, “She got that in the bag, bro,” reinforcing the sentiment with, “That’s my opinion.” The exchange took an unexpected turn when two other locals joined in, with one announcing, “I’m [voting for] Trump,” and another sharing a spontaneous freestyle rap.

In response to our footage release yesterday, where the Philadelphia City Commissioners’ Office told non-citizens they could vote if they are Philadelphia residents, Commissioner Seth Bluestein (@sethbluestein) stated, “This report is incorrect and not supported at all by the facts. Non-citizens are not eligible to vote in Philadelphia. A mail ballot provided by our office can only be counted after the voter verifies their ID, typically with a social security number or driver’s license number.” We are calling him for comment—stay tuned.

PART 3: SPOTTED: Electioneering at Fire Station 3 Greensburg, PA, Polling Official Displaying “Team Kamala” Stickers Inside Place Where People are Voting

A Team Kamala observer was sitting at the sign-in table at polling location in Greensburg, PA. As stated in 25 Pa. Stat. § 3031.11, “no such election officer shall, when giving such instructions, in any manner request, suggest or seek to persuade or induce any such voter to vote any particular ticket or for any particular candidate.”

This situation made voters visibly uncomfortable, especially when the observer left her seat to interact with someone in the voting booth, blurring the line of neutrality expected at polling places.

After being confronted about the appropriateness of wearing a candidate’s sticker in the polling area, she apologized and removed the sticker, acknowledging her error. She stated that she would “self-report” the incident.

In another post on Tuesday, O’Keefe wrote, “For people inviting me to ‘election watch parties’, Are you out of your mind? There are thousands of people who need help exposing stories on the ground in Philly alone. We’ll be working all night in the field. SIGNAL in bio if you have actionable tips and evidence.”

Former President Donald Trump just wrote in a Truth Social post, “A lot of talk about massive CHEATING in Philadelphia. Law Enforcement coming!!!”
