White House Press Secretary Karine Jean-Pierre incorrectly claimed during a press briefing that FEMA funds had not been used to house illegal immigrants, despite FEMA’s acknowledgment that its resources have been used for this purpose under the Biden-Harris administration.

Jean-Pierre denied the claim, calling it “categorically false” and a “false statement,” even as the administration recently noted a lack of sufficient FEMA funds for the remainder of the hurricane season.

While FEMA has allocated funds to house illegal immigrants under the Biden-Harris administration, DHS Secretary Alejandro Mayorkas stated that FEMA lacks the funds to maintain operations through the hurricane season following the deadly Hurricane Helene. In fiscal year 2023, FEMA planned to spend over $360 million on its “Shelter and Services Program” to assist noncitizen migrants, which increased to $650 million for fiscal year 2024. The program funds shelter, food, transportation, and medical care for migrants recently released from DHS custody while expanding non-federal entities’ capacity to shelter them.

A report to Congress on FEMA’s “Shelter and Services Program” explained that funds could be used for services such as 45-day hotel stays for individuals or families and transportation, including airfare, from DHS release to shelter locations. FEMA justified the use of these funds for illegal immigrants due to the unprecedented surge in noncitizen migration, which has overwhelmed state and local resources.
