From The Hill: House Republicans are threatening to oppose all Senate-passed legislation until the upper chamber advances the Safeguard American Voter Eligibility (SAVE America) Act, a GOP-backed voting requirements bill.
The SAVE America Act, which would require proof of citizenship to register to vote in elections and the presentation of an ID to cast a ballot, is expected to come to the Senate floor next week for a procedural vote.
However, it would require some Democratic support to overcome a filibuster, posing a challenge for Senate Majority Leader John Thune (R-S.D.).
President Trump and House Republicans have been urging Thune to use a “talking filibuster” to bypass Democratic opposition and pass the bill with 51 votes. The move would force Democrats to speak continuously on the Senate floor, but after they cede the floor, Republicans would be able pass the measure with 51 votes.
Thune says a talking filibuster is “much more complicated and risky than people are assuming at the moment.” He is advancing the bill through regular order instead.
Trump told Republicans at a party retreat in Doral, Fla., earlier this week that he will refuse to sign any legislation until the SAVE America Act passes the Senate.
Some Republicans are taking a similar stance.
“I’ll be voting ‘no’ on all Senate bills – other than DHS funding – until the Senate passes the SAVE America Act,” Rep. Brandon Gill (R-Texas) said in a post on X.
I will not support any bill sent over by the Senate until they pass the SAVE America Act and I encourage all my Republican colleagues to join me.

Rep. Anna Paulina Luna (R-Fla.) wrote on X that, “The Senate will no longer have legislation passed until the SAVE America Act is passed and on the President’s desk.”
“FISA is coming up for reauthorization in the next two weeks,” she said in another post. “SAVE AMERICA ACT MUST BE ATTACHED TO IT. UNTIL THIS IS DONE, I AM A NO ON THE BILL AND THE RULE, AND I AM NOT THE ONLY ONE! We gave Thune plenty of time to do the right thing. Instead, the Senate had time for a dog parade and spent a significant amount of time at home, traveling on CODELs, and on vacations. So, this is how we will have to get it done.”

Rep. Derrick Van Orden (R-Wis.) wrote on X, “I am not voting for Senate Bills unless they have 80%+ approval from Americans until the SAVE America Act is passed. I am done with this buffoonery.”

Reps. Randy Fine (R-Fla.), Keith Self (R-Texas) and Mark Harris (R-N.C.) joined to write in a Fox News op-ed piece saying they are “prepared to vote no on any Senate legislation until the upper chamber stops dragging its feet and passes the SAVE America Act.”
“While Americans demand real action to secure our elections, Senate Republicans are twiddling their thumbs on feel-good fluff that would make a circus clown blush. In the past month alone, they’ve found time to pass a resolution celebrating a Mardi Gras dog parade in the Senate. The Republican majority can and must do better,” they wrote.
