From the Washington Free Beacon: The elimination of cash bail and court-ordered fines are just two ways Vice President Kamala Harris wants to “transform the criminal justice system” and “end mass incarceration,” according to a memo from her failed 2020 presidential campaign.
The memo, which is no longer available on her campaign website, describes what would be the most dramatic overhaul of how the nation confronts criminality. The “guiding principles” listed by Harris include an “end [to] mandatory minimums.”
Harris’s proposals put a spotlight on her history as one of the most left-wing lawmakers in the Senate. They also offer a preview into how she could govern as president. On the campaign trail, Harris enthusiastically supported a number of left-wing criminal justice initiatives not outlined in her plan, such as slashing the budgets of police departments and allowing convicted murderers and rapists the right to vote in federal elections.
“It is long past time to re-envision public safety by strengthening and supporting our communities and drastically limiting the number of people we expose to our criminal justice system,” the memo reads. “As president, Kamala will fundamentally transform how we approach public safety.”
Below are excerpts from the MUST-SEE document on Harris’s plan to overhaul America’s criminal justice system:
Reforming our criminal justice system is as complex and pressing an endeavor as any
other in our lifetime. It is the civil rights issue of our time, and there is perhaps no one more uniquely suited to taking on this issue than Kamala Harris.From the civil rights protests she attended as a child, to her time working inside the
system as a prosecutor, Kamala has seen firsthand the fundamental flaws of the system.
And because of her experiences, she has the insight and the fight to fundamentally
transform the system for the better.
Sure enough, Harris plays the race card.
The document further claims… “decades of failed policies have created an unjust, unequal, and vastly expansive system that disproportionately harms communities of color and criminalizes individuals just because they are poor. It is long past time to re-envision public safety by strengthening and supporting our communities and drastically limiting the number of people we expose to our criminal justice system. As president, Kamala will fundamentally transform how we approach public safety.”
“The criminal justice system in America is vast. There are about 2.3 million people in the
nation’s prisons and jails today,” the document reads, implying they’re all there through no fault of their own.
The document continues:
As president, there are four main levers that Kamala can exercise to change criminal
justice policy. She can: (1) work with Congress and use her executive authority to change
law and policy on the federal level; (2) investigate state and local actors through the
Justice Department’s Civil Rights Division; (3) empower and incentivize behavior on the
state and local level through federal funding; and (4) use her voice as president to
advocate for change. And as president, Kamala will exercise every one of these levers to
increase public safety, reduce our outsized criminal justice system, and make it fairer and
more equitable for all.
The document then lists four main goals:

(1) End Mass Incarceration and Invest Resources into Evidence and Community-Based
Programs that Reduce Crime and Help Build Safe and Healthy Communities
(2) Law Enforcement’s Primary Mission is to Serve and Protect Communities. It Should
Instill Trust and Be Accountable to the Communities It Serves
(3) The System Must Treat Individuals Equitably and Humanely
(4) The System Must Protect Vulnerable People
