EU REPORT: China’s involvement in Russia’s avoidance of sanctions

A recent European Union report attributes approximately 80% of Russia’s sanctions evasion efforts to China, including Hong Kong.

This assessment, based on a classified German Foreign Ministry document reviewed by German media outlets, was presented during a May 20 meeting of the EU Foreign Affairs Council in Brussels. The report indicates that Chinese companies and vessels have been instrumental in circumventing EU sanctions, supplying Russia with goods that support its military operations.

Despite these findings, China denies involvement in sanctions violations. Chinese Foreign Ministry spokeswoman Mao Ning stated that China has not supplied lethal weapons to any party in the conflict and maintains strict controls over dual-use goods. She emphasized China’s opposition to unfounded accusations and political manipulation.

The report also highlights challenges with other countries, including Kazakhstan, the United Arab Emirates, and Turkey, which are cited as transit points for goods reaching Russia. While the UAE claims to have halted such exports, the report notes a lack of statistical evidence to support this assertion.

Additionally, the report points to the involvement of EU companies in sanctions evasion, which complicates the European Commission’s efforts to negotiate enforcement measures with third countries. This internal complicity undermines the EU’s ability to address sanctions circumvention effectively.

In response to these challenges, the EU has taken steps to strengthen its sanctions regime. This includes approving phased duties aimed at ending imports of Russian and Belarusian nitrogen fertilizers within three years and threatening Russia with a comprehensive sanctions package should it fail to agree to a proposed 30-day cease-fire.
