BREAKING: Federal judge strikes down Trump’s voter citizenship verification order

From Fox News: A federal judge on Friday struck down key portions of President Donald Trump’s executive order aimed at tightening citizenship verification for voter registration and absentee ballot applications, ruling the White House overstepped its constitutional authority.

U.S. District Judge Colleen Kollar-Kotelly said the Constitution gives states and Congress, not the president, the power to set rules for federal elections.

Kollar-Kotelly blocked provisions in the executive order that would have required documentary proof of American citizenship on federal voter registration and absentee ballot forms.

“The Constitution does not allow the President to impose unilateral changes to federal election procedures,” Kollar-Kotelly wrote, permanently enjoining the administration from implementing the challenged provisions of the order.


President Trump had signed the executive order on March 25 of last year.

ABOUT THIS JUDGE: Colleen Kollar-Kotelly, 82, is a senior United States district judge of the United States District Court for the District of Columbia and was previously presiding judge of the Foreign Intelligence Surveillance Court. She was nominated by Bill Clinton in January 1997 and confirmed by the U.S. Senate two months later, in March 1997.

Kollar-Kotelly has clashed with the Trump administration multiple times. In October 2017, she blocked the enforcement of President Donald Trump’s ban on transgender individuals from serving in the military.

In May 2024, she sentenced at least two women to prison for “blocking access” to abortion clinics.

She convicted a man of participating in the January 6 Capitol protest, then slammed President Trump for pardoning the January 6 prisoners.

In February 2025, Kollar-Kotelly issued a temporary ruling limiting the Department of Government Efficiency’s [DOGE] access to the Treasury Department’s payment system.

In December, Kollar-Kotelly blocked the Justice Department from accessing evidence in their criminal case against former FBI director James Comey.

Many conservatives are pushing for Congress to pass the SAVE Act, which would then proof of citizenship to register to vote in federal elections, thereby making this judge’s ruling null and void.
