The Biden administration quietly sent $15 million to Taliban-controlled Afghanistan for distributing contraceptives, acknowledging some coordination with the Taliban was necessary.

According to a congressional funding notice reported on by the Washington Free Beacon, USAID allocated the funds last July as part of a $100 million package to support “basic rights and freedoms” for women under Taliban rule. The funds, transmitted in August, were used to procure oral contraceptives and condoms, despite the Taliban restricting women’s education and professional opportunities.

The Biden administration’s chaotic Afghanistan withdrawal enabled the Taliban’s takeover, leading to bans on girls’ education beyond sixth grade. U.S. law prohibits taxpayer funds from supporting the Taliban, but a USAID notice acknowledged some coordination with Taliban authorities while claiming funds wouldn’t directly benefit them.

“Although some coordination will be necessary for programmatic purposes, USAID and its partners are clear that there will be no direct assistance to the Taliban,” the notice states. “Due diligence will continue to be exercised to ensure compliance with OFAC sanctions and statutory restrictions on assistance to the Taliban and that programs have robust safeguards in place to prevent Taliban interference or diversion.”

USAID’s $15 million funded contraceptive marketing in Afghanistan alongside programs for community resilience, water services, and higher education. Though the funds are spent, the new GOP-led Congress is scrutinizing such initiatives, especially after the Biden administration’s last-minute spending on left-wing priorities, including $1 million for DEI abroad.
