According to details obtained by The Associated Press, the offer was outlined in an email sent by the U.S. Department of Health and Human Services’ Administration for Children and Families to migrant shelters nationwide. The email specifies that eligible children would receive the one-time payment upon approval by an immigration judge and arrival in their country of origin, intended to support reintegration.

U.S. Immigration and Customs Enforcement did not publicly disclose the payment amount or implementation timeline before the email’s leak. Shelter directors were instructed to acknowledge receipt of the notice within four hours to ensure prompt dissemination of the offer to the children. Children themselves were given a 24-hour window to respond to the voluntary proposal. Notably, the notice did not outline any penalties or consequences for minors who choose to decline the incentive and remain in the U.S. to pursue their immigration cases.

This initiative builds on a similar program launched in June, where adults and families received $1,000 stipends for self-deportation, backed by $250 million reallocated from the State Department.
