FROM DAILY MAIL: The knifeman who allegedly killed Ukrainian refugee Iryna Zarutska has spoken for the first time from jail in a harrowing phone call recorded by his sister.

Decarlos Brown, 34, was seen in surveillance footage lunging at Zarutska, 23, from behind as she sat scrolling on her phone on a train through Charlotte on August 22. The disturbing video has sparked widespread grief, anger, and questions about public safety in the Democrat-led city as the nation comes to terms with the horror.

Now, his sister Tracey Brown, 33, has shared shocking audio with the Daily Mail of a phone call she had with Brown six days after he was arrested, where he explained what was going through his mind when he launched the bloody attack.

The 34-year-old, who is schizophrenic, can be heard telling his sister he believed the government had planted foreign ‘materials’ into his brain and they had been in control of his actions when he pulled the knife on Iryna.


According to the Daily Mail, the audio recording was obtained on the afternoon of August 28. Tracey, who said she “strongly” believes Brown should not have been on the free in society, said there were many opportunities for North Carolina state officials to remove and help him, but they never did.

The chilling responses Brown gave as to why he committed the terrible act certainly seem to indicate Tracey is correct in her assessment that he needed some type of intervention.

The vicious attack unfolded quietly. In fact, other passengers are slow to respond as the seriousness of the attack and Zarutska’s dire situation are seemingly ignored for over a minute.

It started when Zarutska boarded the train and claimed a seat in front of Brown. Four minutes later, Brown took out what appeared to be a knife and soon after hovered over Zarutska and brutally stabbed her. She clutched her face and throat, but quickly collapsed onto the floor of the train, somewhat hidden from other passengers.

Zarutska died from her injuries, and Brown has been charged with first-degree murder.

The suddenness of the unprovoked attack has left everyone wondered why.

In the recording, Brown can be heard telling Tracey, “I don’t even know the lady. I never said not one word to the lady at all. That’s scary, ain’t it. Why would somebody stab somebody for no reason?”

He said the police should “investigate” the “materials” that were “controlling” the attacker, referring to himself in third person.

“Out of all people, why her?” Tracey wondered to her brother. “She’s from the Ukraine, she’s from Russia, and they had a war going on against the United States, so I’m just trying to understand, of all people, why her?”

“They just lashed out on her, that’s what happened,” Brown replied. “Whoever was working the materials they lashed out on her. That’s all there is to it. Now they really gotta investigate what my body was exposed to… Now they gotta do an investigation as to who was the motive behind what happened.”

Tracey asked her brother where he was headed on that commute, and his answer was tragic.

“I was going downtown to the hospital to tell them… that I’m trying to get rid of the material… to stop going crazy,” Brown told her.

Tracey also visited her brother in Mecklenburg County Jail last week, and she asked him again why he targeted Zarutska. He said he’d believed at the time that the young lady was “reading his mind.”

Speaking to the Daily Mail, Tracey said Brown was once her “protective” older brother, but his mental health had deteriorated in the last three years.

“I strongly feel like he should not have been on the streets at all,” Tracey said. “I’m going to be honest. I’m not blaming anyone for his actions, except for the state. I’m blaming the state for letting him down as far as seeking help.”

She believes that if mentally ill people are seeking help, and “you clearly see that you are dealing with a psychosis on an acute level,” they should not be released back into society.

“He was a high risk. He was not in his right mind. He was not safe for society,” she reportedly told the outlet. “And now an innocent woman is dead.”

Tracey says her brother was “crying for help,” but no one “took him seriously.”

In one interaction with police, she said officers were called to check on Brown. When he got agitated during the confrontation, he called police … so they arrested him and charged him with a misdemeanor of “misuse of the 911 system,” according to the arrest warrant.

“Brown wanted officers to investigate this ‘man-made’ material that was inside of his body,” the arrest affidavit reads. “Officers advised Brown that the issue was medical issue and that there was nothing further they could do.”

“Instead of talking to him they thought charging him was going to help,” Tracey said.

She believes he finally just “reached a level of his mental illness that caused him to commit a heinous crime.”

Tracey told CNN: “A person that is hearing voices in their head and believes the world is against them, they’re going to break. And I think that night he broke.”

President Donald Trump released a video message recorded from the White House on Tuesday afternoon, addressing Zaruska’s murder.

“For far too long, Americans have been forced to put up with Democrat-run cities that set loose savage, blood-thirsty criminals to prey upon innocent people,” Trump said.

He blasted the “catch and release” policies that turn thugs and criminals back onto the streets, and held up photos of the “deranged monster” who killed Zaruska.

“It’s time to stop this madness. The people of our country need to insist on protection, safety, LAW & ORDER,” President Trump declared in his video message.

The president’s message was released around the same time the alleged killer was just hit with federal charges for the murder.

Attorney General Pam Bondi announced Tuesday afternoon that federal charges will be filed against Brown.

“Iryna Zarutska was a young woman living the American dream — her horrific murder is a direct result of failed soft-on-crime policies that put criminals before innocent people. I have directed my attorneys to federally prosecute DeCarlos Brown Jr., a repeat violent offender with a history of violent crime, for murder. We will seek the maximum penalty for this unforgivable crime, and he will never again see the light of day as a free man,” Bondi vowed.
