From the New York Times: President Trump on Thursday threatened additional tariffs and other sanctions against Mexico over a long-running water dispute in a potential escalation of tensions with one of America’s biggest trading partners.
In a social media post, Mr. Trump accused Mexico of failing to provide 1.3 million acre-feet of water — or more than 420 billion gallons — under a 1944 treaty mediating the distribution of water from three rivers, the Rio Grande, the Colorado and the Tijuana.
The New York Times explained that President Trump is right. Mexico has not been keeping their commitment:
There have been longstanding tensions over water between Mexico and the United States. In 2020, those tensions exploded into violence, with Mexican farmers seizing control of a dam in the border region in an effort to shut off water deliveries to the United States.
According to data provided by the International Boundary and Water Commission, which mediates water disputes between the two countries, Mexico has fallen well short of its treaty commitments on water delivery in the last five years. Between October 2020 and October 2024, Mexico provided just over 400,000 acre-feet of water, far less than the roughly 1.4 million acre-feet called for under treaty stipulations. The debt has only grown since.
In a fiery post on Truth Social, President Trump wrote:
Mexico OWES Texas 1.3 million acre-feet of water under the 1944 Water Treaty, but Mexico is unfortunately violating their Treaty obligation. This is very unfair, and it is hurting South Texas Farmers very badly. Last year, the only Sugar Mill in Texas CLOSED, because Mexico has been stealing the water from Texas Farmers. Ted Cruz has been leading the fight to get South Texas the water it is owed, but Sleepy Joe refused to lift a finger to help the Farmers.
THAT ENDS NOW! I will make sure Mexico doesn’t violate our Treaties, and doesn’t hurt our Texas Farmers. Just last month, I halted water shipments to Tijuana until Mexico complies with the 1944 Water Treaty. My Agriculture Secretary, Brooke Rollins, is standing up for Texas Farmers, and we will keep escalating consequences, including TARIFFS and, maybe even SANCTIONS, until Mexico honors the Treaty, and GIVES TEXAS THE WATER THEY ARE OWED!
Mexican president Claudia Sheinbaum responded, also acknowledging that her country has not kept its commitments. In a post on X, she wrote:
Regarding the statement recently released by President Trump, I report the following:
Yesterday, a comprehensive proposal was sent to the Undersecretary of the U.S. Department of State to address the water supply to Texas under the 1944 treaty, which includes very short-term actions. This has been a three-year drought, and to the extent water is available, Mexico has been complying. The International Boundary and Water Commission has continued its work to identify mutually beneficial solutions.
I have instructed the Secretaries of Agriculture and Rural Development and Foreign Affairs, as well as the Secretary of Environment and Natural Resources, to immediately contact the U.S. Department of Agriculture and the U.S. Department of State. I am confident that, as on other issues, an agreement will be reached.

U.S. Agriculture Secretary Brooke Rollins reacted to Trump’s statement, writing, “Thank you, Mr. President. Texans know a thing or two about facing down Mexico — especially when Mexico breaks its promises and takes what’s ours. With your leadership, we’re going to get that water we’re due — for Texas, and for America.”
