President Trump has unveiled a new immigration initiative called the “Gold Card,” a $5 million investment-based green card that would grant work authorization and a pathway to citizenship.

The proposal is designed to replace the existing EB-5 program and shift U.S. immigration policy toward prioritizing wealthy investors, entrepreneurs, and global talent. By eliminating green card lotteries in favor of direct financial investment, the plan aims to generate significant revenue to reduce the national deficit. Under the proposed system, Gold Card holders would undergo a vetting process and be required to pay full U.S. taxes on domestic income, though they would be exempt from taxation on foreign earnings.

Trump claims the program has the potential to generate massive economic benefits, estimating that selling one million Gold Cards could raise $5 trillion, while issuing 10 million could erase the national debt by bringing in $50 trillion. He argues that the initiative is legally viable without congressional approval since it deals with green card eligibility rather than automatic citizenship. Trump also points out that similar investor-based residency programs exist in other countries.
